The Kirkby Neighbourhood Board, sometimes referred to as the Kirkby Town Board, was formed to develop and implement proposals for Kirkby’s funding under the UK Government’s Pride in Place programme
The Kirkby Neighbourhood Board was formed in April 2024 following the appointment of the Chair Max Steinberg CBE DL by Knowsley Council. The council then ran a selection process to choose the other members of the board.
It was announced on 12th January 2026 that the Kirkby Regeneration and Investment Plan 2026-2036 had been submitted to the Ministry for Housing Communities and Local Government (MHCLG) for approval, and it was announced on 8th May 2026 that it has been approved. There are two known documents explaining the plan:
- An executive summary proactively published by the Kirkby Neighbourhood Board
- The full plan obtained via a request under the Freedom of Information Act

The board first met on 19th April 2024 and is meant to meet every 3 months. Agendas, minutes and supporting documentation have only been published by Knowsley Council from 27th June 2025 onwards.

Declared interest by non-board members
At a meeting of the Knowsley Council Cabinet on 15th July 2026, Council Leader Graham Morgan declared a “personal and prejudicial interest” as “a family friend is a shareholder in Padel Play Ltd”.
A search of Companies House indicates this might refers to Padel Play Limited which was dissolved on 18th November 2025.
